Question Adding More Felt

I have a question, is there a way to add more felt to a project once it is felted and dry?

There are a couple of ways to add to felt that is already done. One is needle felting. You can just felt over the necessary area with a needle. If you want to use the artfelt method, this is what I would do:

You shouldn't need any more artfelt paper. Use your needle to tack roving onto the necessary area, then wet ONLY that area and repeat the felting process. Make sure to use the plastic again, so that the new roving does not adhere to the already felted areas.

Do keep in mind that the already felted area that is wet again will continue to felt along with the new roving, so make sure you check your piece often, so that it doesn't go "too far" and distort the rest of your fabric.

Default adding roving

How do you mean add roving? If your piece is too thin, it is best to continue to felt it until it becomes thicker, rather than trying to add additional roving to it. You can do this by either getting it wet and placing it in the dryer, or fulling it - washing it in the washing machine.
If you want to fill in holes on your piece, you can place a new piece of artfelt paper underneath the portion of the piece where the hole is. Add your roving layers (cross hatching) and tacking it in not only on the paper, but overlapping the edges of the already felted area. Tack in heavily at the overlapped edges. Then, just wet the area with the new roving, roll up with plastic, and felt in the dryer.
Needle felting also works splendidly to add design aspects you have forgotten or would like to add.
